Strengthening International Humanitarian Law Protecting Persons Deprived of their Liberty: Thematic Consultation of Government Experts on Conditions of Detention and Particularly Vulnerable Detainees

This report provides an account of the January 2014 thematic consultation of government experts on conditions of detention and particularly vulnerable detainees. The consultation was part of the ICRC's Strengthening International Humanitarian Law initiative, and was organized pursuant to Resolution 1 of the 31st International Conference of the Red Cross and Red Crescent. A second thematic consultation – on grounds and procedures for internment and detainee transfers – was also held in 2014, and is the subject of a separate report.
