Strengthening Evidence-Based Decision-Making in Delegations: Analysis and Evidence Planning Guidance

The International Committee of the Red Cross (ICRC) supports the economic security of individuals, households and communities affected by armed conflict; it does so by helping them to cover their essential needs and/or maintain or restore their livelihoods in a sustainable manner. Its Economic Security Unit (EcoSec) closely engages populations affected. The guidance set out in this document seeks to help delegations to strengthen the evidence base for ICRC programmes. More specifically, this document provides delegations with a step-by-step approach for planning Analysis & Evidence (A&E) activities, in order to ensure that ICRC resources for data collection and analysis are used more efficiently throughout the project cycle to harmonize A&E practices and take a more strategic approach to data collection, management and analysis – with a view to enabling more effective use of data for making decisions in such areas as taking stock of available resources, tools and practices and identifying needs.
