Regional Consultation of Central and Eastern European States, 8 December 2021, International Humanitarian Law and Cyber Operations During Armed Conflicts
On 8 December 2021, the Estonian Ministry of Foreign Affairs, the International Committee of the Red Cross (ICRC) and the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) jointly organized a consultative event on international humanitarian law (IHL) and cyber operations for Central and Eastern European states. The aim of the event, organized under the Chatham House rule, was to contribute to developing a common understanding of how IHL applies to uses of information and communication technologies (ICTs) during armed conflicts.
