Engaging with People Affected by Armed Conflicts and Other Situations of Violence
This discussion paper is a response to the recognition that the nature of armed conflicts around the world is changing, that "digital disruption" is having an impact on the humanitarian sector, and that delivering assistance while prioritizing close proximity and accountability – both physically and digitally – to people affected by armed conflict and other situations of violence is a challenge.
Until now, the implications and opportunities of communicating and engaging with people in armed conflicts and other situations of violence have not been well-known or documented. Based on a review of the relevant literature and interviews with representatives of the humanitarian sector, donors and community-based organizations, this paper offers: an overview of how the humanitarian community currently engages with people affected by armed conflict and other violence; a review of the opportunities and challenges for meaningful engagement; and a series of recommendations for both humanitarian organizations and donors.
