Study on the Management and Operationalization of Health Care in Danger as a cross-cutting Initiative

In 2019, the ICRC commissioned an external evaluation of the Health Care in Danger (HCiD) initiative. This evaluation took a case study approach to address a knowledge gap in how HCiD was being managed and operationalized. The study identified ways of working that contributed to higher levels of HCiD activity. In particular, having a designated focal point and dedicated (rather than ad-hoc) funding were correlated with increased performance accountability and effectiveness. Rather than relying on being agile and responsive, delegations with more structured approaches, ensured HCiD activities were embedded resulted in greater continuity when staff members changed.
