Millions of people have been displaced within their own countries by armed conflict or violence. Addressing their needs and providing durable solutions to their plight is the primary responsibility of States.


The African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa (Kampala Convention) represents a significant step forward. In 2016, the ICRC carried out a stocktaking exercise in 25 African countries to identify how States could best meet their obligations to displaced people.


This report summarizes our findings and offers recommendations on how to translate the Kampala Convention into practice to benefit current and future internally displaced people.
