Passive Security - Technical Guidance for ICRC Premises in the Field

In the field, the safety and security of humanitarian workers is a major concern, especially in conflict zones. To address it, passive security measures can be implemented to help mitigate the effects of an attack involving weapons or an unauthorized intrusion into ICRC premises. This document provides guidance on practical measures, based on risk assessment, which can be implemented to enhance the physical security of buildings. It does not, however, address the deliberate targeting of ICRC staff or facilities. This guide is primarily aimed at Water & Habitat engineers involved in designing and implementing passive security measures for new and existing ICRC structures. However, delegation management and administrative staff should also be familiar with the contents of this document since they, too, play a role in passive security matters.
